Navigate carbon policy with confidence: introducing BeZero’s new policy tool

Project developers, investors, and analysts alike must navigate shifting national policies, evolving climate commitments, and regulatory uncertainty that directly impact the performance of carbon projects. Yet, access to structured, up-to-date policy information remains a major challenge. Whether making sense of local regulations, assessing country-specific risks, or policy monitoring, the process is often fragmented and opaque.

That’s why BeZero has built the Policy Tool, a first-of-its-kind resource designed to bring clarity, structure, and speed to policy research for carbon market actors.

What is the BeZero Policy Tool?

The BeZero Policy Tool is a digital resource designed to bring structured clarity to the policy environments shaping carbon markets. Built using BeZero’s proprietary ratings of carbon project and enriched by research from our in-house policy team, the tool offers an unparalleled view of the real-world regulatory factors that influence carbon credit performance. At launch, it spans 10 countries and 12 key project sub-sectors.

The tool simplifies policy discovery and due diligence for projects in both the pre-issuance and post-issuance phases in an increasingly complex regulatory environment. Carbon market actors can access a detailed view of applicable policies for each country, including policy names, descriptions, types, and relevant timelines. Each country page also includes a high-level summary of NDC targets, major emitting sectors, and the jurisdiction’s stance on compliance, voluntary, and Article 6 carbon markets.

Due diligence made easier

While many resources offer only high-level country overviews, this tool provides granular, policy-level detail tailored to specific project types and sectors, from forestry and cookstoves to solar and beyond. It’s especially valuable for developers and investors seeking to assess regulatory risk, additionality, and opportunity in new markets. Rather than scoring policies or assigning risk ratings, the tool presents structured, categorised data that helps users quickly understand the policy landscape and form their own assessments. The result is faster due diligence, sharper strategy, and more confident investment and project development decisions in an evolving policy landscape, whether assessing policy risk for projects pre- or post-issuance.

  • Filter by location and sub-sector to understand the policy environment in which carbon projects operate

  • Understand which policies are laws, regulations, and decrees and whether they are still active

  • Gain oversight into countries' Article 6 participation and overall approach towards carbon markets, with country summaries

Who’s it for? Practical uses across the carbon market:

  • A cookstoves project developer looking to implement a project in Kenya

Can access a repository of information on the existing policies using the filter features. This enables the project developer to view overall strategies for improved cookstoves and other less directly obvious policies, such as improving electricity connectivity in rural areas, to inform project design and reduce policy risk.

  • An investor considering deploying capital to a new forestry project in the United States

Can filter by sector and policy type to identify policies by ‘Grant’, ‘Tax incentive’ or ‘Financial incentive’, helping assess how carbon finance fits into the broader funding picture. This enables the investor to direct capital to the projects where carbon finance is needed most, mitigating exposure to additionality risk.

  • An insurer examining policy changes for avoided deforestation in Brazil

Can use the timeline view feature to see an overview of relevant policies, including the frequency of the policy changes. This enables the insurer to develop a comprehensive understanding of the policy's purpose, the changes that have occurred, and the frequency of these changes across this sector. This can inform their analysis of political risk in the country.

  • An environment consultant scoping a solar power project for a client in Asia

Can compare policy environments across countries and identify areas that lack substantial policy support, indicating a location where a project may have stronger additionality. This saves valuable time for the consultant and provides a starting point for their analysis, quickly accessing summary descriptions of relevant policies to advise their clients.
